Legislative Update - Monday, April 18, 2011
CSHB 1, House Appropriations Bill
CSHB 1 passed the House and was sent to the Senate for discussion
and consideration. CSHB 1 decreases formula funding for the Alamo
Colleges from fiscal year 2011 net state allocation of $65.3 million to
$60,069,983 for fiscal year 2012 and $60,069,979 for fiscal year 2013.
CSHB 1 appropriates $99.5 million for each year of the next biennium
for community college group insurance. A rider in CSHB 1 directs the
Coordinating Board to provide a report by March 1, 2012 related to dual
credit student outcomes to determine the most efficient and effective
delivery of dual credit courses. The Senate will now work on its own
State Appropriation bill and differences between the House and Senate
version will be worked out in conference committee.
Senate Finance Subcommittee on Higher Education Funding
The subcommittee adopted the work group’s recommendation for $15
million to be set aside as incentive funding for community college
Momentum Points. The $15 million would be an incentive fund and not
part of formula funding.
Concealed Handgun Legislation
SB 354 remains stalled in the Senate.
