1. Philosophy: Since a career in Library is one of service, enthusiasm and dedication are considered the norm and not necessarily deserving of advancement. Other evidences of quality work beyond these basic characteristics are necessary to show that a candidate for promotion has contributed to the effectiveness of Library programs and grown in the ability to provide service.

Emphasis on quality teaching: As faculty members at
a. Developing and maintaining high standards of client relationships in providing services to students, staff, faculty,
and other library patrons.
b. Exhibiting a professional attitude concerning the effective application of library and media principles to educational and informational opportunities.
c. Developing effective methods of individual and group instruction.
d. Working with faculty to prepare instructional materials for use in the classroom.
3. Criteria specific to Library: Since the Library faculty have opportunities for interaction, members have numerous occasions for observing and evaluating the work of their colleagues. While it is doubtful that any one person's work is totally open to observation by anyone else on the faculty, each member of the Library faculty has a unique view of some aspect of the work of each of the others. No member of the faculty can work completely independent of the others; and for this reason, peer evaluation is of special value in this department.
4. Responsibilities of the faculty member: An eligible faculty member wishing to apply for promotion must advise the Library Chairperson of his or her intention to apply by October 1 of the year in which he or she wishes to be considered for promotion. In addition, by October 10, the faculty member will select a Peer Evaluation Committee (see paragraph 5).
5. Formation of Peer Evaluation Committees: Faculty must undergo peer review in any year in which consideration for promotion is requested. Each faculty member eligible for promotion will select a committee of no fewer than three tenured faculty members mutually agreed upon by the Library Chairperson and the faculty member being evaluated. A majority of the members of the committee must be Library faculty. Each Peer Review Committee will select one of its members as a Chairperson. Library faculty may serve concurrently on more than one Peer Evaluation Committee and serve concurrently on the Department Promotion Committee.
6. Formation of the Department Promotion Committee:
a. By October 15 of each year that a Library faculty member is eligible for promotion, a Department Promotion Committee will be elected by the full-time, tenure-track Library faculty. The Library Chairperson will not be a member of this committee, nor will any applicant for promotion be a member. The committee will have three full-time, tenure-track Library faculty members who have been on the staff at least twenty-four months. A Library faculty member may decline to be a candidate for the Department Promotion Committee.
b. The outgoing Department Promotion Committee will present a list of eligible faculty members who have agreed to be candidates for Promotion Committee to the full-time, tenure-track Library faculty in list form for voting purposes at a regular meeting of the Library faculty. The votes will be counted by the outgoing committee and the results announced by the Library Chairperson in a memorandum posted on the bulletin board in the Library's main office. In the event of a tie for third place, there will be a runoff election. The newly elected committee assumes office and the outgoing committee leaves office when the election results are posted. The
committee will select one of its members as a Chairperson.

November 1 Faculty member Submit to the Promotion Committee a dossier containing:
a. Up-to-date resume;
b. Memorandum approving Peer Evaluation Committee signed by candidate for promotion and Library Chairperson;
c. Faculty Education and Growth Plans;
d. Peer evaluations;
e. Annual report: Faculty Self-evaluations;
f. Performance evaluations by the Director/Dean of Library (if applicable);
g. Performance evaluations by the Library Chairperson;
h. Student evaluations;
i. Course Approval Forms;
j. Official transcripts of credits earned since initial appointment or since the last promotion;
k. Any other material the faculty member deems relevant to the application.
Note: The dossier must include items since the promotion candidate’s initial appointment or since the candidate’s last
promotion.
November 2-8 Promotion Committee Review each dossier and ensure that the materials and
documentation have been included as required. Deficiencies are to be brought to the faculty member's attention. The committee
may permit the correction of deficiencies provided that its timetable is maintained. Incomplete and uncorrected dossiers will be removed from consideration and returned to the applicants.

Submit the dossiers to the applicable Peer Evaluation
Committees.
November 9-22 Peer Evaluation Committee Schedule and conduct on-the-job observations at the mutual
consent and convenience of the faculty member and the
committee members.
Review the faculty member's dossier.
Evaluate the faculty member using the Library
Faculty Evaluation Form (Appendix A) . See the Guidelines for Completing the Library Faculty Evaluation Form (Appendix B).
Complete the Peer Review Summary (Appendix C).
Meet with the faculty member to discuss the evaluation and
recommendation.
Write a memorandum to the Department Promotion Committee recommending or not recommending the faculty member for promotion.
Submit the dossier to the Department Promotion Committee.
The faculty member's dossier now consists of the original dossier submitted by the faculty member, a completed Learning
Resources Faculty Evaluation Form, a completed Peer Review Summary and a memorandum.
November 23 - Promotion Committee Review the faculty member's dossier for completeness and
December 1 merit.
Meet with the faculty member to discuss the evaluation and
recommendation.
Write a memorandum to the Library Chairperson recommending or not recommending the faculty member for promotion. This memorandum becomes part of the faculty member's dossier.
Notify each candidate, in writing, as to the recommendation
being forwarded.
Submit the dossier to the Library Chairperson.
December 2-5 Chairperson Review the faculty member's dossier.
Meet with the faculty member to discuss the evaluation and
recommendation.
Write a memorandum to the Dean of Library recommending or not recommending the faculty member for promotion. This memorandum becomes part of the faculty member's dossier.
