Minutes
Wednesday, February 14, 2001
Meeting was called to order by Dr. Zeigler.

A.  APPROVAL OF MEETING MINUTES:

The Wednesday, January 10, 2001 meeting minutes were approved as amended.

B.  ACTIONS ITEMS:

Curriculum Committee - Dean Larson reported:

December 5 recommendations from the committee were moved for approval by Dean
Larson.  The motion passed.

November 22 recommendations from the committee were moved for approval by Dean
Larson.  The motion passed.

January 23 recommendations from the committee were moved for approval by Dean
Larson.  The motion passed.

February 6 recommendations from the committee were moved for approval by Dean
Larson.  The motion passed.

Other -

Ms. Betty Lee Birdsall presented English 2375 - Children and Adolescent Literature and
moved that it be approved as a writing intensive course.  The motion passed.

C.  INFORMATION ITEMS AND REPORTS:

Competency Committee - No Report

Employee Development - Professor Gary O. Smith reported:

Professor Smith announced that the Nursing department was awarded a $535.00 grant for
professional development activities.  He reminded the Council that money was available
for departments to develop subject specific activities anytime during the year including
Employee Development Day.  During that day, additional money from District can be used
if departments partner with others in the district.  The money can be used to bring in
speakers or other activities which will support the activities of a department.

He announced that  money is available for presenters at NISOD.  An email will be sent
shortly asking that those who have had their presentations accepted by the conference
contact him.  The fee to the conference will be paid.

Any additional funds remaining after covering those presenting and those being
recognized by the college can be used for other faculty and/or staff who want to attend the
conference.

Dr. Wolf announced the training schedule for February is on the web.

Ms. Shelton announced the Staff Spring Development Day for next year will be in May.  The
specific day is to be announced.

TCCTA funding for those wanting to attend is available at $40 for the registration fee plus
an additional $100.  The list of those wanting to attend is due to the Deans by Friday.

Institutional Effectiveness Steering Committee - Dr. Zeigler reported:

The IESC did not meet this month.

Professor Mrizek reminded the Council that planning and budget requests are to be
completed by the March 9 deadline set by the Deans.

Faculty Senate - Senate Chair Nacho Orozco reported:

He asked Dr. Zeigler to report on a meeting with him and Lt. Patten.  Two memos were
distributed titled Parking Lot Duties and Towing Vehicles at SAC.

Parking lots will be monitored as follows as quoted from the memo:

“Lot #21 & 22: An officer will be posted for one month during the beginning of the Fall and
Spring semesters from 0730 thru 1130.  For both summer semesters, the hours are, 0730
- 1130 for the first week of each.

“Lot # three: An officer will be posted from 0730 thru 1130 for one month during the
beginning of the Fall and Spring semesters.  For both summer semesters, the hours are,
0730 - 930 for the first week of each.

“Lot 13 & 14: An officer will be posted from 0730 thru 1300 Monday thru Friday.”

These times will be monitored and modified if necessary.

The towing memo reflects the current policy.

Dr. Zeigler also reported that money is available in the parking lot fund to purchase an
electric arm to control entry into lots.  Access will be by card.  At present the Fletcher lot is
considered a little more suitable for the arm because of the limited entry.  The individuals
who are at the corner of the lot could then be reassigned elsewhere on the campus.  A
group will be established to identify how the permits will be distributed if the arm is
purchased.

Dr. Zeigler announced that the District has OK’d purchasing two shuttle buses for the
campus.  This should make student parking at the remote sites more appealing.

Ms. Lydia Roberts, a student representative, reported that the students presented a
proposed shuttle route and time schedule to the President at the President’s Cabinet
meeting.

Professor Orozco thanked Dr. Saunders, Dr. Oliver and Assistant Professor Jerry
McCarthy for putting together a modified final exam schedule.  Dr. Oliver reported that
there are some times that will not conform so a disclaimer was added to cover those
classes at aberrant times.  The schedule covers the Flex as well.  The proposal is still
under consideration.  Any changes suggested should be given to one of the committee
members.  After approval the recommendation is to be implemented in the fall semester.

Dr. Loland will be at the next Faculty Senate meeting on Feb. 21 at 2:15.  All are welcome.
One of the subjects to be covered is the college’s budget.

Air quality is still being monitored.  The Senate is seeking a person in each building who
will monitor the changing of the filters.  The date the filters are changed will be reported to
Mrs. Carolyn Haisler in the President’s office.  The proposal will be presented to Mr. Val
Santos, District Facilities, as soon as the individuals are identified.

Dr. Rosenauer started working on a salary proposal for next year.

Chairs Council - Professor Bernal reported:

He reported on the President’s Cabinet meeting of January 24:

Professor Bernal recommended a handout identifying the availability of the outlying
parking lots and the shuttle schedule and that this handout be distributed by all faculty in all
classes at the beginning of each semester.

A recommendation was made by the students at the meeting for more lawn furniture on the
campus.

He passed out an information survey that was done with department chairs concerning
evaluation of the faculty.  The survey was distributed across the district.  The results will be
discussed at a district chair’s meeting.

Staff Council - Dr. Loland will visit with the council at their February 20th meeting.  The
meeting will take place at 2:30 p.m. in VATC, room 120.

Student Government - No report

Enrollment Management - Mr. Flores reported: A report is being developed for the
Board’s standing committee on recruitment and retention.

Budget Update - Dr. Zeigler reported:

Professor Mrizek announced that the FY02 Budget Package was ready to be delivered to
District.  All money in the base allocation has been distributed within the college.  The
package includes a section on new initiatives.  New initiatives include low tech equipment
needs, personnel needs, high tech equipment needs, and preventative maintenance
needs.  New initiatives are listed to identify the need for additional money for the college.

Deans’ and Directors’ Reports:

Mrs. Roe Hoopes reported that census day rolls need to be submitted on time.  There is
currently a long list of rolls that have not been turned in.  If they are not submitted the college
will loose contact hour funding.  Departments have been notified of those faculty who have
not turned in their rolls.

Mrs. Hoopes also reported that there is still a lot of activity after the census day.  A way has
to be developed to decrease the number of class changes, etc., after the census day.  The
number of “late start classes” could be increased to handle those who show up late to
register.

Dean Larson called attention to a newspaper article identifying one of our students who
has developed a new web browser.

Degree by Distance Learning -

Mrs. Helen Torres, Ms. Maria Garcia, Dr. Nancy Saunders, and Dr. Charlotte Wolf have been making presentations to faculty on courses taught on the Internet.  There will be a town meeting held
between now and the next College Council meeting dealing with the issue.

Other:

Young Men’s/Women’s Conference:  Dr. Johnnie Rosenauer announced the Young
Men’s/Women’s Conference.  807 individuals are currently registered.  He announced the
naming of a new scholarship called the Robert Zeigler Scholarship.  The scholarship was
named after him in recognition for all his work associated with and support for the
conference.

Ex Governor Ann Richards to Speak:  Dr. Thomas Hoy announced that Ann Richards - will be
speaking in the McAllister auditorium March 5 at 7:00 as part of our 75th celebration.
Tickets are free and can be obtained at the Information Center in the FAC.

San Pedro Springs Park:  Dr. Zeigler congratulated all who worked on the San Pedro
Springs Park project.  The video that was made showing the history of the park will be
available after further editing.

New Adjunct Faculty Representative: Ms. Lucy Valdez was introduced as the new
adjunct faculty representative to the council.
