                    Meeting was called to order by Dr. Zeigler.

A.  APPROVAL OF MEETING MINUTES:

The January 12, 2000 meeting minutes were approved as distributed.
 Minutes approved as corrected.
 
B.  ACTIONS ITEMS:

Curriculum Committee - Dean Larson Reported

January 25 Meeting Report - Dean Larson moved approval.  Passed

February 1 Meeting Report - Dean Larson moved approval.  Passed

Next Tuesday, February 15, will be the last meeting of the committee.  Any changes in
curriculum need to be submitted ASAP.

College Strategic Goals and Objectives -

The Institutional Effectiveness Steering Committee recommended a rewording of
College objective 4.2.9.98.  The recommended wording is: “By 2002 the college will
provide .4%of the annual college budget or $200,000, which ever is greater, to meet
furniture and equipment needs not covered by the technology fee.”  The committee also
recommended dropping the date from College Goal 4.1.97.  Dr. Zeigler moved approval
of these changes.  Passed

Other:

Competency Committee: Two new nursing courses, RNSG 2207 and RNSG 2221,
were recommended as being speech intensive.   Betty Lee Birdsall moved approval.
Passed

Faculty Senate: Proposed a policy concerning time limits for changing grades.

“A student has a maximum of three years from the end of the semester in which a
grade was earned to request a review of the grade or petition for a change of grade.”

Dr. Oliver moved approval.  Passed

Dean Hyde clarified that it is not necessary to send grade changes to deans with this
new policy in place.

C.  INFORMATION ITEMS AND REPORTS:

Competency Committee - No Report

Employee Development -
Tracy Shelton reported that May 18 is the day set aside for the staff employee
development day.  This date is after final exams.  Faculty are welcome to participate in
the event.

Dr. Wolf reported that the IIC is offering,  during the month of February, all the training
classes needed for certification to teach on the Internet.

Faculty are now being trained in the use of video conferencing as a teaching tool.
There are four classes in February on techniques for teaching this way.  There are
more opportunities to offer classes in this way.  High schools are getting the equipment
needed for video conferencing.  Dual credit courses can be taught in this way.
Currently we have two classrooms on the campus set up for video conferencing.  The
one in the Nursing Building is being used almost continuously.  New equipment is on
the way to equip another room.

Professor Smith reported on TCCTA attendance.  The TCCTA registration fee will be
paid for full time faculty.  Those attending should check in at the convention, identify
that they are full time faculty at SAC and TCCTA will bill the college.  Chairs should
provide, to Dr. Zeigler, a list of those in their departments who are going to the
conference.  Those who pay their own way, adjunct faculty and others, should not
check in as full time faculty from SAC.  This will eliminate TCCTA bill the college for
fees already paid by those paying their own way.

NISOD - there are usually eight slots filled with nominees for the NISOD Excellence
Award.  Seven have been filled.  The registration fee will be offered to the seven going
to receive their award.  The district employee development counsel has provided some
finds and will fund 10 individuals to the conference.  Priority will be given to those
presenting at the conference.

The last issue of the Update has good information related to funds available for
employee development.

Institutional Effectiveness Steering Committee - Recommended changes to the
College Strategic Plan are listed above in the “Action Items” section above.

Faculty Senate - The recommended “Grade Change Policy” is listed above in the
“Action Items” section above.
 
Chairs Council - Professor Bernal reported.
There is a recommendation being discussed  at the District Chair’s Council meeting of a
establishing a Columbus Day holiday.  This will be studied further.

There was also discussion of holding an employee picnic.

Professor Bernal thanked Dean Flores for the manner in which he has allowed input
into the development of the Access and Equity Committee draft report to the THECB.
The final version of the report will be reviewed by the Chairs Council and the Faculty
Senate before it is set forward to the THECB.

Staff Council  -  No report

Student Government - No Report

Enrollment Management - No Report

Dean’s Report - Dean Larson reported
There will be training for faculty and staff in the NTC on dealing with those with
epilepsy.  This training will help faculty and staff deal with those who may have
seizures.  Notification of when those training sessions will be distributed shortly.
Additional training for others in the college will be made available after the initial training
for NTC folks.

Dean Salinas reported: "Project Access" visits to the campus will be "assisted" by
Student Activities where they will provided some lunch to prospective seniors!

We are going into a partnership with the Department of the Interior.  On February 24
from 1 - 2:30, there will be a briefing meeting on campus where they will be making final
plans for their November 25th and 26th meeting. Students who could receive
educational funding for summer programs.  This would require an obligation of service
with the Federal Government.  There is also an opportunity for staff exchanges with
those of the Department of the Interior.  From 2:30 to 4:30 faculty and staff can stop by
VATC 120 for a mixer.
 

Other:

Budget Update: The budget for 2000 - 2001 is due at the end of March.  There will be
an attempt to build a budget where 20% will not have to be taken out of the 30's and
40's.  The monies will be taken from other places.

Calendar Committee: The Calendar Committee met last week and considered the
Columbus Day holiday.  The initial response was favorable.  The committee will also
recommend a modification of the 2000 - 2001 calendar.  The suggestion is ending the
fall semester on Tuesday, December 19.  Return would be January 3.  If this early stop
date is accepted, those with exams should post their grades by noon on Saturday.
Those giving exams on Friday, Sat and Sunday, should post their grades by noon on
Monday.

Grades on the Web: Possibly this summer, but definitely in the fall, faculty will use the
web to submit grades.  More information on the process will be coming out shortly.  PIN
numbers will allow instructors to access only their classes.

Grades will not be mailed to students this spring semester.  They will only be available
on the Web.  Students who are placed probation will be informed of their status by mail.
Students that need a paper copy of their grades will be able to get that copy by making
a special request for that service.

Nursing Re-Affirmation Visit: Dr. Pelayo and the Nursing Department had the
opportunity to visited by the re-accreditation committee.  The visit was very successful.
Dr. Zeigler commended the department and Chair Pelayo on all their hard work.

PGR:  For information a graph was distributed listing the productive grade rate (PGR)
for college level and developmental courses.  Dr. Zeigler commented on the data by
indicating it is important we start looking at this information before we are asked, by
external agencies, to look at PGR.

Special Needs Students: Professor Greenlees reported on the impact the increase in
special needs students who are attending the college has had in the Reading and
Education Department.  These students have a difficult time moving out of the very
basic courses.  She suggested the college should begin developing strategies for
dealing with these students.

The Drop Date: Professor Bernal suggested we should look at the current “W “date.
With an earlier drop date we might be able to “save” more students.

Lab Fees: In the last meeting between the Vice Presidents and Dr. Martinez, he
indicated he wanted to implement getting fees consistent across the district.  Nothing
will probably be put into effect until fall semester.

Music Concert: Professor Parrigan announced a special February 21 concert. The
music department will be honoring Professor Emeritus Theron Kirk.  The concert time is
7:30 p.m.

Young Men and Women Conference: The conference will be February 19.  By this
time last year, 500 had registered.  This year it is at 1003 as of this date.  More money
has been made available for scholarships.
