Disability Services Statement of Commitment

The Disability Services (DS) office is committed to providing all students including our distance education students with equal access to quality education and providing reasonable accommodations to eligible students. In addition to serving as an advocate for students with disabilities, our office also works closely with faculty and staff members in order to monitor students’ progress and encourage a positive educational experience.

Disability Services Overview

Welcome to St. Philip’s College.  If you are a student with a diagnosed disability, you may request services by disclosing to our office and following the process to determine eligibility.  Any student with a disability taking face-to-face or online classes through St. Philip’s College is protected under the Americans with Disability and Rehabilitation Act of 1973, Section 504.  This section defines a disability as a physical or mental impairment that substantially limits one or more of the major life activities or an individual, a record of such an impairment, and is regarded as having such an impairment. If you would like to establish and/or renew services, please follow the guidelines below.

How to Request Disability Services for new or returning students (on-campus and online)

Complete the Request for Disability Services for Class Accommodations form. To submit your Guardian request you are required to attach the following:

  • Documentation of disability (required for NEW requests, RETURNING requests can submit a copy of class schedule)
  • Copy of your photo ID (i.e. State ID, Driver’s License, or School ID)

Here is a sample list of eligible documentation:

  • High School Special Education Records (504, IEP) no more than 5-years-old, IEP or 504 accommodations with an ADD/ADHD diagnosis can be no more than 3 years old according to the district and nation-wide guidelines for documentation.
  • Medical Record with Disability Diagnosis
  • Mental Health Diagnosis
  • Any Military/Veteran Records Stating Disability
  • Any Other Supporting Documentation
  • Documents can be scanned by using your Smart Device and attached

Once we have received your completed form and documents, we will contact you to review the following steps to secure an Intake Zoom/Phone Appointment at the phone number and/or email specified on your request form. Please be sure to check both.

How to Request Disability Services for Registration/Enrollment Steps and any other Services Outside of the Class (on-campus and online)

Complete the Request for Disability Support Services for Registration/Enrollment Steps and any Other Accommodations Outside of a Class/Course *Please note extra time is not required for the TSI as it is an untimed test. For all other testing arrangements please submit an official request for accommodations* To submit your Guardian request you are required to attach the following

  • Documentation of disability

How to Access Interpreting Services

Alamo Colleges Form for Interpreting Services

The Interpreting Services Manager coordinates interpreting services and on-boarding services to new students. In order to qualify for services, a student must provide documentation of verification of disability. An interview with the Interpreting Services Manager will begin the process. The link above will provide the form.

High School Students

Dual Credit Students

For classes taken on high school campuses, accommodations will be made by the high school counselor. 

For online, dual credit classes taught by St. Philip’s College faculty, please follow the “How to Request Disability Services for Class Accommodations” process.

Early College Students

For classes taken at St. Philip’s College, students may request services by following the “How to Request Disability Services for Class Accommodations” process.

Letter of Accommodation

A student must request Classroom Accommodations each semester enrolled by completing the Request for Disability Services for Class Accommodations form

The Letter of Accommodation (LOA) is the official document outlining the student’s approved reasonable accommodations.  A few days before each semester, an LOA is generated and processed in the order received. Generally, a  letter of accommodation can take up to 14 days excluding weekends and holidays. Please check your Guardian portal in your ACES email for communication. This LOA is emailed to the student and the instructor through your Guardian portal in your ACES email account. *Please note you will need to re-request services each semester to receive accommodations for your courses.*

Accommodations are not retroactive.  Accommodations begin the day the letter is emailed to your St. Philip’s College professor(s).  It is the student’s responsibility to initiate his/her accommodations with each instructor.  Conversations begin as soon as the instructor receives your letter of accommodation and they should continue throughout the semester.

Essential Functions

All students must be able to perform the essential functions of the course as well as the academic requirements for their chosen degree/field of study.  Essential functions are the fundamental duties/skills/tasks a student must be able to perform, with or without reasonable accommodations.

Under both the Americans with Disabilities Act, as recently amended, and Section 504 of the 1973 Rehabilitation Act, reasonable accommodations are provided to qualified students with a disability.  Accommodation is not reasonable if it fundamentally alters the way a course or program is delivered, results in an undue burden, or possesses as a direct threat.

In the college environment, we do not contact parents, modify any work, or alter any program or curricula.  Students are expected to advocate for themselves, seek feedback from faculty, must give permission for anyone to obtain information about services provided or grades, and are expected to meet the expectations of each course.
