The Alamo Colleges District is hosting a forum and reception to provide faculty and staff the opportunity to meet the top five finalists for the Chief of Police position.

This event is part of a two-day assessment of the police chief finalists that includes a candidate forum, panel interview sessions, and interaction with staff, faculty, students, and the community.

KRW Associates LLC, is assisting the Alamo Colleges District with the search process. The chief of police search process has included a pool of 27 applications from candidates across the United States. The applicant pool has been narrowed to the following finalists:

Dr. John N. Vinson is the President of the International Association of Campus Law Enforcement Administrators (IACLEA), which serves as the leading authority for campus public safety representing over 4,200 members. He brings over twenty-five years of law enforcement and public safety experience, currently serving as the Assistant Vice President for Campus and Community Safety at the University of Washington. Dr. Vinson holds a Ph.D. in Public Administration and is a graduate of the FBI National Academy. As an adjunct faculty member who has published academic research and participated in various research projects, he teaches undergraduate and graduate level leadership, management and criminal justice courses. With extensive leadership and management experience, he has developed and facilitated numerous leadership and law enforcement seminars and workshops for civilian and sworn officers, from first line to executive level leaders. Other experiences include working with public and private agencies in the areas of strategic planning, change management, organizational analysis, leadership development and team building. As an avid runner who has completed over 100 marathons on six continents, Dr. Vinson believes health and wellness for law enforcement and public safety personnel is critical in building and maintaining integrated community-based partnerships.

Dr. Vinson’s professional affiliations include active membership in the International Association of Campus Law Enforcement Administrators (IACLEA), the International Association of Chiefs of Police (IACP), the Washington Association of Sheriffs and Police Chiefs (WASPC), and the Western Society of Criminology. He recently completed his three-year term as the General Chair of the IACP University and College Police Section, a position serving on the board of directors for the IACP.

Dr. Kevin Gillilan has served as a sworn member of the law enforcement community for 24 years. He is married to Naomi Gillilan and has four daughters. He has served in a variety of supervisory roles to include Chief of Police, Captain, Lieutenant, Sergeant, and Investigator. Dr. Gillilan earned a Bachelor of Science in criminal justice, a Master of Science in justice administration, and a Doctor of Business Administration in criminal justice where his passion for campus policing drove his dissertation research “Job Dissatisfaction and Retention Among Campus Police Officers: A Qualitative, Multiple-Case Study”.

During his career, he has been responsible for a wide range of departmental activities to include technology, programming and policy development, training, personnel administration, internal affairs, adjudication of performance deviation, budgetary and fiscal accountability, and maintaining efficient relationships with other university, city and governmental stakeholders. He has supervised direct report units which include records management, evidence and property, supply and surplus, investigations, patrol, and dispatch. He has experience in municipal settings as well as educational environments having served as a law enforcement administrator, criminal justice instructor at the university level, and public speaker. He has also had the opportunity to serve on several advisory boards to include Parking and Safety Committees, Emergency Response Teams, CARE teams, Threat Assessment teams, Identity Theft Task Forces, and Security Operations Teams. He is certified as a FBI Instructor with areas of interest such as defensive tactics, patrol techniques, public service, and law enforcement ethics. He has been certified as a criminal investigator, and a computer forensic investigator.

He is a member of many professional organizations and recently represented the National Association of Campus Safety Administrators at the Department of Education in Washington, DC to discuss new Clery regulations. During his career, he has received several accolades to include officer of the year (2000), chief of the year (NACSA, 2017), and chief of the year (IACLEA, 2018). Dr. Gillilan has earned a certified law enforcement executive designation, certification through the Homeland Security Exercise and Evaluation Program, completed the FBI Leadership Trilogy, and is a proud graduate of the 275th Session of FBI National Academy.

Pete Perez Jr. currently serves as Assistant Chief/Director of the Trinity University Police Department (TUPD) for 16+ years now. He instructs women’s self-defense courses for student university credit under the TU Athletics Department. Prior to working at TUPD. He’s completed 12 years of service at the St. Mary’s University Police Department and rose through the ranks from Patrol Officer to Sergeant-Investigator.

His educational accomplishments consist of a Master of Public Administration Degree and a Bachelor of Arts Degree in Public Justice (Criminal Justice) from St. Mary’s University. He also earned an Associate of Applied Science Degree in Criminal Justice from San Antonio College, where he also received my Peace Officer certification training in the San Antonio College Law Enforcement Training Academy. Accomplishments while at TUPD include being instrumental in obtaining recognition, and re-recognition, with the Texas Police Chiefs Association, as well as accreditation with the International Association of Campus Law Enforcement Administrators organization. He was born and raised in San Antonio, TX where he resides with his wife Tina, and raised 4 boys, Pete III, Gary, Jay and Luke. He looks forward to the opportunity in joining the Alamo Colleges District team.

Bobby E. Lane is the Assistant Chief of Police has over thirty-years in law enforcement and has served in various law enforcement positions, including sixteen years in command up to Assistant Chief of Police. He has been employed with the University of Texas Systems since February 2011 and is currently in charge of operations at UT Health Science Center. Prior to his employment with the University of Texas System Police, Assistant Chief Lane was employed with the City of El Paso Police Department and held the rank of Lieutenant.  During his tenure with the El Paso Police Department, he commanded several specialized units within the organization.  The units under his command were the Bomb Squad, SWAT team, K-9-unit, Aviation unit, Dignitary Protection Unit, Investigations, Special Operations, Community Services, Office of Emergency Management, and Metro Unit.

Assistant Chief Lane completed his Master’s degree in Public Administration, a Bachelor’s degree in Applied Science Justice, and holds a Master Peace Officers License with the Texas Commission of Law Enforcement.  In addition, Assistant Chief Lane has completed advanced management training which include the National Association of Chief of Police Leadership Series, Advanced Fire Leadership Training, and twenty-two hours at the Bill Blackwood LEMIT of Texas. While away from work, Assistant Chief Lane enjoys spending time with his family, going to the gym, riding mountain bikes, and volunteering his time to the San Antonio Stock Show & Rodeo Hospitality Committee.

Tommye S. Sutton is a career law enforcement executive with extensive experience in police operations, developing diverse teams, implementing fair and impartial policing practices and standards, as well as building relationships with the community for collaborative crime prevention and police accountability.  Sutton is originally from Greenville, Mississippi. He graduated from Mississippi Delta Community College in Moorhead, Mississippi with an Associate of Arts degree in English, earned a Bachelor of Arts degree from the University of Southern Mississippi in Hattiesburg, Mississippi, and a Master of Criminal Justice degree in Criminal Justice Administration from Tennessee State University in Nashville, Tennessee. Additionally, Sutton graduated from the Northwestern University Center for Public Safety-School of Police Staff and Command, serving as President of Class 415. 

Sutton has dedicated his career to institutions of higher education. He has served in roles of progressive responsibility ranging from Patrol Officer to Chief of Police at preeminent institutions of higher education to include the University of Virginia, Northwestern University, the University of Chicago, and Vanderbilt University. Paralleling Sutton’s professional experience as a law enforcement executive, he is also a dedicated husband and father of three children.

Alamo Colleges District Chief of Police Job Search

The Alamo Colleges District has engaged KRW Associates to provide executive search and recruitment services for the position of Chief of Police.  KRW Associates LLC is a Colorado company that has served and assisted a variety of institutions of higher education, cities, counties and other entities with successful results since 2007.

The principals of KRW Associates, LLC specialize in the placements of Police Chiefs, Fire Chiefs, Executive Directors, Public Works Directors, County Attorneys and City/Town and County Managers. The Managing Partners of KRW worked directly with the Alamo Colleges District to ensure the highest quality and consistency in this process. 

Process and Timeline for the Search:

A. Candidate Profile DevelopmentBegan in Mid-September 2019

KRW met with ACD employees and students and conducted focus groups to determine what competencies and personal characteristics were important in the next Chief of Police.  A job posting announcement was then developed with minimum and preferred qualifications.

B. Recruitment StrategyMid – September 2019

Used a recruitment strategy to attract local, regional and national candidates with the focus of attracting a diverse applicant pool.

C. Assist the Alamo Colleges District in Determining Semi-finalists; Due Diligence; Background ChecksEarly November 2019

KRW screened all application materials for the established requirements.  They conducted extensive interviews and references on the top candidates and utilized a ranking system:

KRW discussed the top candidates with ACD to determine the top five candidates who will move forward to the final interview process.

D. Design and Finalize Interview ProcessLate October to Early November 2019

With diversity in mind, four interview panels were developed by ACD and KRW to include: Students, Faculty and Staff, ACD Police employees and External Police Chiefs who will interview and evaluate these five candidates and provide feedback on their observations.

E. Final Selection- Mid-November 2019

KRW will work with the Alamo Colleges District and assist them in the final assessment process to find the most qualified candidate.  After a thorough background check, an offer will be finalized.
